Keith Becker is the President & CEO and Founding Partner of Gate House Strategies, LLC, a Washington, DC-based strategic advisory firm serving the Financial Services, Mortgage Lending & Servicing, Community Development, and Public Housing sectors. A seasoned executive with more than 37 years of leadership in the mortgage industry, Becker is recognized for driving transformative strategies, strengthening enterprise risk frameworks, and delivering measurable impact in both the public and private sectors.

Prior to founding Gate House, Becker served as Deputy Assistant Secretary and Chief Risk Officer at the Federal Housing Administration (FHA) within the U.S. Department of Housing and Urban Development (HUD) from 2018 to 2021. In this senior executive role, he established and led the development of a comprehensive risk governance framework that defined FHA’s risk appetite and independently monitored financial, mortgage credit, counterparty credit, and operational risks impacting the Office of Housing within FHA.  Becker also created and implemented strategies to mitigate  both current and emerging risks across FHA’s $1.3 trillion portfolio of single-family and commercial mortgage insurance-in-force.

Previously, Becker held a distinguished 26-year tenure at Freddie Mac, culminating in his role as Vice President and Chief Credit Officer for the Single-Family division. In this capacity, he spearheaded the development of enterprise-wide credit, collateral, and insurance policies, established customer risk thresholds, and negotiated key business terms to safeguard Freddie Mac's credit integrity and mission-driven lending goals.

A strategic operator with deep technical and policy expertise, Becker combines a rare depth of public and private sector experience with a consistent track record of navigating complex regulatory landscapes and executing high-impact reforms.

He holds dual degrees in Economics and Business from the University of Pittsburgh and completed an advanced risk management program at the Wharton School of the University of Pennsylvania.
